Size matters - community car share schemes too costly to insure?

Came across this interesting article (with a mention for Hiyacar at the end):

I can totally see the benefit and opportunity for small local car share schemes for a specific community, especially for new housing schemes that don’t need to be built around private car ownership. But insurance rates have been growing enormously lately, and it seems that these schemes simply cannot get cover.

It is real a shame because the car sharing model might thrive best by testing out new ways of being organised, but I can totally see how running these through a bigger business like Hiyacar instead to get economies of scale, is the best option.
